José Ramos-Horta, the President of the Democratic Republic of Timor-Leste, declared that his country gets along well with all other countries and has no enemies. José Ramos-Horta noted at the World Governments Summit (WGS) 2026 that “We have the best possible relationship with China and an excellent relationship with Indonesia.” We are part of ASEAN, have good relationships with Japan and South Korea, the US, and the EU, and have no enemies.
Ramos-Horta said that “the UAE has helped settle a number of conflicts, such as the one between Eritrea and Ethiopia, and has also hosted peace talks between Russia and Ukraine. He also discussed the UAE’s significant humanitarian and relief efforts, noting that its donations to humanitarian and emergency aid are among the highest in the world relative to its gross domestic product.
President Ramos-Horta remembered that Indonesia agreed to hold a popular referendum after negotiations headed by the United Nations Secretary-General culminated to Timor-Leste’s independence from Indonesia in 2002.He remarked, “The referendum got 80% of the votes for independence, and Indonesia respected that.
