Baku and Abu Dhabi Form a Twin City Alliance

To strengthen collaboration on urban planning, mobility, public transportation, and green infrastructure projects, the Baku City Executive Power and the Department of Municipalities and Transport (DMT) have signed a Twin City Agreement.

Building on a common vision outlined during President Ilham Aliyev’s official visit to Abu Dhabi earlier this year, the agreement was signed during an official tour to Baku by Eldar Azizov, Head of Baku City Executive Power, and Mohamed Ali Al Shorafa, Chairman of DMT. Both parties have committed to improving quality of life and promoting sustainability-led urban development, according to the agreement.

The signing came after technical site visits to important infrastructure projects in the city, as well as high-level meetings with the AYNA Transport Authority and Azerbaijan’s Ministry of Digital Development and Transport. Collectively, they demonstrated the city’s swift advancement in implementing a comprehensive, data-driven mobility transformation initiative. Both cities will work together on digital twin and traffic operations, mobility transformation, and other urban planning topics under the Twin City framework. Additionally, it promotes knowledge sharing in a range of city management topics, benchmark studies among pertinent institutions, and participation in exhibitions and events.
