The Multinational Force – Ukraine (MNF-U), led by France and the United Kingdom, has no aggressive role and will only be deployed if a cease-fire is agreed upon to end the war caused by Russia’s full-scale invasion of Ukraine in 2022.
The force, which was established in 2025 and already has an operational headquarters in Paris, is not a NATO operation and receives limited US support. Officials say, however, that it will be prepared to respond if Russia attacks.
Its goals are to support the Ukrainian military forces, ensure security in Ukrainian airspace, and allow economic activity to continue in the Black Sea. However, the scale and duration of the exercise, known as Koalicja (“Coalition” in Polish), risk antagonising Russia, which continues to show little interest for peace talks.
The deployment of the army is uncertain due to ongoing conflict between Ukraine and Russia, with little hope for a quick peace. The UK statement reported UK Defence Minister Wes Streeting as saying, “This isn’t a hypothetical plan. It’s a real force, ready to help Ukraine once the fighting stops.
