Executive Council Resolution No. (11) of 2025, which governs the operations of free zone establishments in Dubai, was issued by Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defense Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum in his capacity as Chairman of the Executive Council of Dubai.
This resolution’s provisions apply to businesses looking to operate outside the free zone, except financial institutions licensed to operate inside the Dubai International Financial Centre. They also support the objectives of the Dubai Economic Agenda, D33, which aims to double Dubai’s economy’s size in the ten years leading up to 2033 and solidify its place among the top three economic cities in the world.
The resolution states that any business or organization licensed by a free zone relevant authority is permitted to operate both inside and outside of Dubai, as long as it receives the required licenses or permissions from the Dubai Department of Economy and Tourism (DET).
This most recent decision, which permits Free Zone companies to easily extend their activities outside of the free zones into mainland Dubai, represents a major step forward in improving the business environment.
The program in question is in line with the city’s aspirational D33 Agenda, which aims to advance the competitiveness of the city’s booming business sector and increase efficiency for both domestic and international enterprises by establishing a vibrant business ecosystem under the direction of its visionary leadership.
